1966年4月出生于山东省单县.1988年毕业于南京理工大学,1997年至2003年在日本鹿儿岛大学留学,2000年获硕士,2003年获博士学位。2003年至2009年,在日本国立天文台从事日本月球大型探测卫星SELENE的开发研究工作。2009年5月入选中国科学院“百人计划”(引进国外杰出人才)回上海天文台工作,研究员,博士生导师,上海市“浦江人才”。
    刘庆会博士在深空探测、VLBI技术、射电望远镜和多普勒技术的研究及其应用以及大气电波相位扰乱的研究中,做出了具有国际水平的研究工作。在日本月球卫星SELENE的开发研究中做出了重要贡献。比如:他应用同波束VLBI观测法等技术成功得到了误差为1ps(1ps=0.3mm)的VLBI观测数据,和现在的VLBI观测所能达到的最小误差相比也降低了几十倍,并把月球卫星的定轨精度提高到十米左右。他把4程多普勒的测量精度提高到1mHz,并首次检出了月球背面重力场的信号。   

   刘庆会博士回国后的研究方向是深空探测、VLBI技术、射电望远镜和多普勒技术及其应用等。回国后从事着我国嫦娥探月二期和三期工程的VLBI精密测定轨、火星金星小行星等深空探测VLBI精密测定轨、上海天文台65米大型射电望远镜开发及空间VLBI关键技术研究等重大科研任务。针对我国探月三期及今后的载人登月任务,他提出了基于同波束VLBI技术的多探测器精密定轨和交会对接高精度测位方案,其定轨定位精度可达数米;针对探月二期提出基于同波束VLBI技术的月球车相对定位方案,其在月球天平面内的相对定位精度可达1米等。
   刘庆会博士具有很强的协同合作精神,学术思想活跃,在IEEE, Science,中国科学等国内外重要学术刊物上发表40多篇论文。刘庆会博士常怀感恩之心和报国之志,在我国的深空探测器中实现ps精度的VLBI技术,使我国的多目标深空探测器的测定轨精度提高到世界先进水平并在高水平上开展月球和行星科学的研究,以及顺利建成65m射电望远镜和顺利开展空间VLBI关键技术研究是他目前的愿望。
